Latvian A2 exam practice from €13.90 a week

The valsts valodas prasmes pārbaude (VVPP) at pamata līmeņa otrā pakāpe — basic level, second grade, A2 — is the Latvian state language proficiency exam. Since 1 January 2025 it is administered by VIAA, the State Education Development Agency (before that by VISC), under Cabinet Regulation No. 157 of 8 March 2022. It tests four skills — listening, reading, writing and speaking — each scored out of 15 points, 60 in total.

You must score at least 60% — 9 points out of 15 — in each of the four parts independently. There is no compensation between parts: if even one skill stays below 60%, the result is NAV NOKĀRTOTS (not passed), however high the other three are. You sit the level you registered for; A1 to C2 are six separate papers and the exam is never regraded down to a lower level.

The state fee is 52 EUR, paid at least seven working days before the exam. It does not apply to Latvian citizens, Latvian non-citizens (nepilsoņi), citizens of EU/EEA states and Switzerland, persons with low-income status, or Ukrainian civilians with protected status — those groups sit the exam free of charge.

You may sit the exam again no earlier than one month after the decision on your result. The decision is issued from the seventh working day after the exam, through the e-service on latvija.gov.lv, and the 52 EUR fee is due again unless you are in an exempt group. A six-month wait applies only to a candidate removed from the exam for breaking the rules. In 2023, roughly two A2 candidates in three did not pass — so the retake cycle is worth planning for.

Listening takes 25 minutes and reading 30 minutes, both on a computer. Writing takes 35 minutes and is handwritten on paper with a blue or black pen. Speaking is 10–15 minutes, live with two assessors — in person or by videoconference — and is recorded.

Twelve tasks, three per part. Listening: six announcements with multiple choice, a dialogue with four Jā/Nē statements, and five gapped sentences filled from a nine-word pool — every recording plays twice. Reading: four texts with three statements each, six situations matched to small ads, and a five-gap drop-down cloze. Writing: a sentence about each of four photos (at least 5 words), five word-form items, and a message or classified ad of about 35 words to four plan points. Speaking: a 9–10-question interview, a two-picture description plus a personal question, and asking a question about each of three notices.

No. Citizenship by naturalisation uses a separate set of tests run by PMLP, the Office of Citizenship and Migration Affairs: its own Latvian language test plus a knowledge check on the Constitution, history, culture and the national anthem. The VVPP certificate is what residence permits and many jobs require — the two exams are often confused, but they are different exams run by different authorities.
